You can not make a "Windows 98 bootable" diskette on Windows ME unless you have a formatting program and a Windows 98 boot diskette image.

However a normal Windows ME boot diskette can be used to boot any system, and access any Windows 98/ME disk drive.

First you have to make sure the diskette drive and diskette you are using are OK. Easy way to do this is to open a DOS Windows and at the C: prompt, with the diskette in the A: drive, enter: FORMAT A: /U and format the diskette as a blank data diskette.

If that goes OK, then close the DOS window and go to Add/Remove Programs in Control Panel, Startup Disk tab and have Windows ME format the diskette as a bootable Windows ME diskette. If OK, you should be able to boot a system with it.
