The return to a version of IE earlier than IE5.5 seems to make it impossible to update directly to IE6.0. The solution that worked for me was to use an intermediate step. Go to Microsoft support and find IE 5.5 SP2 and download and install this first. Then do the update to IE6.0. If you still have this on your computer, it may not be necessary to download it again. I must have tried updating directly to IE6.0 fifteen different ways. None worked. The two step update did work for me.
