The file C:\Windows\userID\PWL wasn't on my computer, but I did find a PWL file with my name, which I deleted. Then, going to regedit.exe, I followed the instructions in the link, changing the values to 00 00 00 01 in HK_LOCAL_MACHINE>NETWORK>LOGON>LM LOGON. The Windows Password Logon Screen still showed up on rebooting. I plan to change "User Profiles" to "All Users" in Control Panel>Paswords>Password Properties and see what that will do.
