There is a bug with the WISE installation program and 95% of the programs installed
on a Windows XP machine will not uninstall.
Funny enough, Lavasoft uses the buggy WISE installer.

Of course, that will not let you get the programs uninstalled. You can remove the
program folders and cause it to disappear from the Add/Remove program's list, but
any registry keys created by the program will be orphaned. As a result, I personally
no longer install programs which use WISE.
I have heard, but havn't confirmed that enabling the 8.3 file name support in Windows
XP (Microsoft says it wastes resources) will allow the WISE installation and uninstalation
to work correctly.
