Old nVida AGP cards used on AMD processor boards were known to over heat and damage the driver chip on the system boards. So sure, it happens a lot. No beep with no memory, usually means either the board or the processor itself is damaged. If the processor is not getting warm, then it is not running or getting power. It could be the power supply. But most likely the system board. Very hard to tell which one. Replacement boards for older systems are hard to find and can be a bit expensive.
