Help with outlook express

Have HP Pavilion8756C, WinME and just installed Bellsouth dsl. Never had an trouble
with e-mail while with MSN 9, but cannot enter links or pages as attachments in my
bellsouth e-mail (can attach pictures though). Called Bellsouth (god, what idiots).
They did however tell me that I would have to activate my outlook program. I tried
to but get a message that says it cannot run outlook as the MSOE.DLL file won't load.
Went into c drive - programs - outlook folder and all the files are in there. All
of them but one will open but when I clicked on "oemig50" it gave me a message saying
it is linked to missing ADVAP132.DLLRegoverridepredekey. Is there anything I can
do to fix this. WinME was loaded on computer when I purchased it so I only have
the recover disks. I would really like to avoid wiping everything out and having
to reformat, but is that the only way I can fix this. I know that while I had MSN,
they stopped using outlook express and initiated some other program for the e-mails
about a year or two ago so I never needed the outlook express and didn't realize
it wasn't working. Anything suggestions about what I can do about it now, if anything?

PS my e-mail address suffix has changed from msn.com to bellsouth.net - how do I
change it here on the site???
