Not being able to Ping the base address of the router you are connected to is a problem. You should be able to open the router setup page at that IP address (http://192.168....).

Do you have a seperate router, or is it built into the modem? Some small local ISP's use these address to provide services also (and you are not seeing your Public IP address).

The first thing you need to do is power off the modem, router and the system for at least five minutes. Then power each up in turn, starting with the modem, and see if you still get the assigned IP address.
