Windows Me will not run for me

Hello,
I would appreciate any advice on this matter.I have checked the forum and couldnt
see any answer.
My problem is this,when i start my computer,windows ME initially starts up,and then
i get the options to start ME in safe mode etc.When i do this,the computer just restarts
and takes me again to the same process.This happens all the time.
I have used a boot disk to start and used scandisk/all and also scanreg/restore,these
make no difference when i restart,just i get the same safe mode options again.
I was advised by a computer shop to just install windowsXP,i dont really want to
do this.
No,i dont have the original windows ME disks as this was a second hand computer.
Iam prepared to buy a copy of windows ME and re-install,if that is possible.
But i just wanted to know if there was anything i could do to save the current situation
before investing in a copy of ME.
I hope someone can help me or provide some suggestions.
