Windows ME won't startup

I'm having a problem with starting up my computer. It's an older machine running Windows ME. The problem I'm having is when I start up the computer I get this error message "Windows has detected a Registry/Configuration error" "Use SCANREG to correct the error" After that message, it gives me the option to start the computer "Normal" or "Safe-Mode" If I start it "Normal" mode, it says it has detected new Hardware. Only it doesn't tell me what "New Hardware" and it tries to search for the necessary drivers to install. If I cancel this out, the computer does absolutely nothing and i can't even get the damn thing to go to the desktop. It also won't let me startup in MS-DOS mode to run SCANREG. My question is: How do I go about fixing this problem so I can atleast backup the data on the harddrive and reinstall a different OS, like XP or something? Or is it possible to just upgrade to another OS like Windows 2000 without losing the data on this harddrive. It's important that I get the data off of this harddrive or atleast get a backup of it to put onto a brand new computer. Thank you in advance for taking the time to help me with this. Blank
