lock ups

I have windows me on an IBM computer and every time its on, at some point, it'll
lock up - the mouse pointer will move but nothing works. The only way to get it
working is to manually push the power button. I have deleted every extra thing I
can think of and still the same thing. Usually it happens when I am doing something
in a program. I have thoroughly scanned the disk, with no errors and deleted all
of the games. Windows problem or hard drive??
