I don't understand what that application extension is you're referring to, Kelly.
That's not the System Restore, but I don't know what that Restore folder is there.
I'm not familiar enough with ME to recognize that folder, but it's not possible to
access the System Restore folder, because it's protected volume. The only way to
do anything with a previous restore point, is to choose to restore your computer
to that date. Have you considered that? Of course, any changes you've made since
would be gone.
You have a real dilemma you're dealing with, and I can only suggest you try a repair/reinstall
of ME to try to fix things. You'd need to upgrade IE again to IE 6 and reinstall
