I wish I could be more help, but you can create your own shortcuts on the start menu, 
including adding folder like Accessories. 

You'll just need to locate the applications, i.e. defrag, scandisk, etc. in order 
to add them. In case you're not familiar with adding shortcuts to your Start Menu...

Right click your Taskbar and choose Properties. Under Start Menu tab, choose Customize 
then Add - Browse and go from there. There's a point where you can Create a folder 
and give it name you want, then add the apps you want included. It may be a bit tedious 
but probably worth the extra time.
