I had this problem, or something very like it, and it turned out that (god knows 
how) a setting in Tweak UI had somehow been corrupted.

It baffled me for ages, until I was using the Tweak UI tool one day to do something 
else, and noticed that one of the settings had changed. This was months ago, so I 
can't quite remember the details, but it might have been the "shell enhancements" 
option on the IE tab.

I do remember that somehow Tweak UI had contrived to disable some of the options 
that ought to have been present when I right-clicked on the desktop and selected 
"properties". (It may be relevent that I use Tweak UI with "Active Desktop" disabled).

Re-ticking (or unticking, saving, and re-ticking) the relevent box in Tweak UI was 
an easy cure for the problem.

All of which is a rather long-winded way of saying that some viruses can corrupt 
Tweak UI - shame on them!
