Windows Protection Error - Reformating

A friends computer crashed and they want me to fix it which I'm going to do. The
computer crashed as a result of viruses (well I assume this is the reason as they
think they had some viruses like trojan horses) when they try to start up their computer
they get the option of normal mode, safe mode etc. no matter which mode they choose
they get the message "Windows Protection Error. You need to restart your computer.
System Halted". So I'm going to reformat their computer, but I haven't really had
much experience doing this so how do I go about doing this?
This is a Windows ME Computer
If someone could please answer some of the question I have that would be great thanks.
Do I need a startup disk to get the computer to start working in order to reformat
it? or will that not work? if not how do I get it to work? is getting the computer
to work not nessacary to reformat the computer? If I download a Windows ME Startup
disk from the Internet will that work?
Once I get the computer started how do I reformat the computer?
Do I need anything special to reformat the computer? Such as a serial key, password
or special disk?
Once I reformat will the computer still have things like Microsoft word on it?
