If you only want to restore your System.ini then start your computer up in Safe Mode. 
Hold down the Ctrl key on startup and select Safe Mode from the DOS menu.

Go into Windows Explorer. Look in Windows\Sysbckup I think its the same as Win98. 
Look for *.cab files and open them with WinZip. You should see System.dat, User.dat, 
System.ini and Win.ini files in there, just extract System.ini to the Windows folder.

Then do a restart.
