I'm slightly confused, as you originally seemed to be saying that you were running 
Windows XP.

If this is a Win ME problem, it's possible to buy a Windows ME O/S on CD at eBay 
if you do want to try the option of repairing the installation.

Are you completely sure you have used the correct file to flash the BIOS with?

I've done so, successfully, and know from experience that AMIBIOS (for example) supply 
several different types for my motherboard. I had to be *very* careful to find the 
correct file, because there were 3 for my motherboard, and the correct one depended 
on exactly how the m/board had been set up and which version of the m/board it was.

It does rather sound like you've flashed with a variant that isn't quite compatible 
with your m/board. Go back and check all the printing on the m/board PCB, and compare 
it very carefully with the downloads available for your BIOS.

And look at the websites of both the m/board manufacturer and AMIBIOS (or whoever), 
because sometimes that's the best way to find all the information you need. I had 
to get the computer's case open and a magnifying glass out to find all the specs 
I needed from the m/board when I did mine!
