I would agree if you are using

Run: Regedit.com

and a program runs then there is Regedit.com in the Windows path else you will get 
 a message File not found.

Have you tried going to Explorer and scrolling down to Regedit.exe in the Windows 
folder and running it from there?

Any other type of file should run providing you use the Browse button to find the 
exact location.
