The lack of a mouse cursor, except in Safe Mode, is a giveaway. It shows that a driver 
conflict exists (because the mouse driver is about the only device driver that gets 
loaded in Safe Mode: as the conflicting driver is not loaded, there is no conflict 
while in Safe Mode).

Go to Device Manager:

 START > SETTINGS > CONTROL PANEL > SYSTEM > DEVICE MANAGER

In Device Manager, highlight the Display Adapter:

 1. Click on the "+" sign next to 'Display Adapters'.

 2. Click on the actual (named) adapter.

 3. Then delete the named adapter by clicking "Remove".

If there are any entries with an exclamation mark against them (which indicates a 
fault), remove those entries also, in the same way.

Then reboot. Windows will automatically re-install the correct drivers in the course 
of the re-boot.

If this doesn't cure the fault, reboot into SAFE mode. Then open the Device Manager 
again, and (using the same procedure) delete all "ghost" entries seen there, i.e. 
those entries that ONLY show up in Safe Mode.

Then reboot.

This type of fault is caused by a driver conflict, and is often due to the presence 
of a driver for a device that is not in use. Such drivers only show up in Safe Mode, 
which shows all installed drivers. Only those for the devices currently attached 
to the system are shown when in Protected (i.e. normal) mode.
