I don't like the sound of this! If Windows can't find the program regsvr32.exe then
you may have a much more serious problem than your original posting indicates.
Try the other suggestions in my previous posting, to reset the CMOS and the BIOS,
and report the outcome here.
Windows is quite badly damaged if the START > RUN function is malfunctioning. To
fix it, try booting to the DOS prompt (with a bootable Win ME floppy), and at the
C: prompt type this command:
scanreg /restore
It will enable you to load a backup version of the Windows registry. By default Windows
keeps 5 backup copies of the registry, one per day for the last 5 days, which you
can restore in place of a damaged registry if a fault occurs.
This is now sounding like a serious fault. Backup all your data files onto another
disk immediately.
