Don't even consider reinstalling Windows over such a trivial problem.
Reinstalling Windows is a sure way of making your problem far far worse. You would
lose *all* your hardware, and *all* your programs; and reinstalling them will be
a nightmare of lost and missing installation CDs, floppies, and serial numbers.
To locate your current internet connection settings, go to -
START > SETTINGS > CONTROL PANEL > DIAL-UP NETWORKING
and right-click on the connection icon for your current ISP and select Properties.
Alternatively, look at the e-mail your ISP sent you when you signed up with them,
and take your settings from there; or phone them up and get the settings from them
over the phone; or ask them to e-mail the settings to the e-mail address you registered
with them when you signed up.
Most ISPs publish all the necessary connection settings on their website, and all
you need to know in addition is your username and password.
To make a new connection, go to -
START > SETTINGS > CONTROL PANEL > DIAL-UP NETWORKING
and then on the menu bar at the top, click on CONNECTIONS, then choose MAKE NEW CONNECTION
from the drop-down list.
To obtain Internet Explorer, you might be lucky enough to find it on your Windows
ME installation CD. It is not on the OEM "restore" versions though. It was also on
the installation CDs for Win 98 and Win 98SE, if you happen to have upgraded to WinME
from one of those earlier o/s's.
