Cannot access Start Menu and other problems

My mom was given a used computer and well, it's been a pain to even get running. (I'm typing this using a WinXP laptop. ) Quite honestly, i have no idea what the specs of the computer is other than this: A.) It's a Dell Dimension L600cx computer B.) It runs Windows ME Okay, so on to the bad stuff. 1. the Start Menu doesnt work. The button doesnt work. 2. Whenever I try to get to the My Computer, My Network Places icon, it gives me error that says "Your current security settings prohibit running ActiveX controls on this page. As a result, the page may not display correctly." So, no icons appear. 3. Whenever I rebooted in Safe Mode and tried to repair IE, it gave me an error about "thumbvw.dll" I have no idea how to go about fixing the computer, so any ideas about how to access the RUN command by not using the Start Menu or to go about fixing anything would be greatly appreciated!
