Modem connects but no data gets transferred

I have a 7 year-old Dell computer using Windows ME and use a dial-up modem to connect
to the internet. The last couple of days when I try to connect, the modem dials and
connects to my ISP but no data gets transferred. I check the connection status info
and it shows that the modem is connected but no lights are flashing in the little
monitors on bottom right-hand corner of my monitor. My mail cannot get through and
I get a message stating that it cannot connect to my mail server, etc. I then close
Outlook and open my browser, Firefox. Here I cannot view any pages and it acts as
if I am not connected at all. I disconnect the dial-up connection and then try dialing
in again. Sometimes I can get connected and everything is fine but most of the time
my system freezes up while it is dialing in this second time and I then have to shut-down
the computer. This is very frustrating as I try to keep a very clean computer using
several virus protection programs and defrag at least once a month. I am not sure
if my computer is the culprit or if there is some type of virus causes this that
my programs aren't catching. I always do a virus scan in safe-mode. I know that my
computer's age might be a factor but I have two other computers that are older than
this one and are running Win98 and work great. They both have no problems when dialing
up. I would like to solve this problem as I am not ready to get a new computer at
the moment and if this is an easy fix, I would like to go that way first. I checked
all of my dial-up connection info and it is all correct. The bytes received never
get over 400 when I first log on.
