Open a Windows Explorer window, stretch it out and also hit the maximize button, then close it. Go to Windows Explorer on the Accessories menu and right click on it, select Properties. In the Run line use the drop down list to select Maximize, then Apply and OK. That should do it. The same method will work with applications too.
