The "Properties" dialogue box will open. On the Shortcut tab, in the "Run" box select "Maximise" (in place of the default setting "Normal window"); then click "Apply" followed by "Okay". Double-clicking that shortcut will then open the IE window maximised. In future, always use that shortcut to run Internet Explorer.
