It isn't clear whether you are using a PS2 mouse or a USB mouse.
USB mice are usually software driven and controlled. But PS\2 Mice are controlled
by the hardware. Try a PS\2 mouse instead if you've been having problems with a USB
mouse, or vice versa.
Secondly, try this:
1. Open the System Configuration Utility, by going to START > RUN and typing MSCONFIG.EXE
in the "Open" box, then clicking "OK".
2. On the SYSTEM.INI tab of that System Configuration Utility:
(a) Firstly, double-click on [boot.description] and check that the following line
exists in that section, and that it is ticked, (add it and tick it if necessary),
then reboot -
mouse.drv=Microsoft Mouse
(b) Secondly, if the fault persists after the reboot, double-click on [boot] and
check that the following line exists in that section, and that it is ticked, (add
it and tick it if necessary), then reboot -
mouse.drv=mouse.drv
(c) Thirdly, if the fault still persists after the second reboot, double-click on
[386Enh] and check that the following line exists in that section, and that it is
ticked, (add it and tick it if necessary), then reboot -
mouse=*vmouse, msmouse.vxd
