It sounds as though this is no longer a Windows problem. Have you thought about looking
round the internet for a support forum for whatever utility program you're having
the problem with?
I don't know what sort of file extension might be involved, but perhaps a support
forum for the program in question will know.
It isn't clear if you've lost a data file or a program file. If the latter, the problem
is not hopeless. If the former, you should be thinking about getting yourself an
undelete program to search your hard disk for the deleted files - the degree of success
will depend on how much use the hard disk has had in the meanwhile.
