You may need to reinstall Outlook Express, as the msimn file is part of the Outlook Express program. SHLWAPI.dll is the Microsoft file "Shell Light-weight Utility Library" (a part of Windows).

Be sure to back-up the .dxb database files containing your e-mail messages, and the file containing your address book, before doing so.

DBX files:
Typically these will be in a sub-directory of "C:\Program Files\Outlook Express".

Address book:
C:\WINDOWS\Application Data\Microsoft\Address Book\Default.wab

Alternatively, try going to the Microsoft update site and installing any of the available Microsoft critical updates that you don't yet have:

INTERNET EXPLORER > TOOLS > WINDOWS UPDATE
