windows me start up disk\ boot disk

Are these two items the same. The windows me startup disk and the boot disk. I am trying to up grade my machine two xp and my bios need to be updated. When I use the windows me start up disk maker, it tells me that I am missing files. So I did a search and made a boot disk from bootdisk.com... are these one and the same. If so can I use the boot disk in place of the me start up disk to update my bios. I could really use some major help here in this bios upgrade thingy.
