Can I manually delete Restore files

I just recently uninstalled PC Health and it took out System Restore as well, which I hadn't expected. Now I'm left with 1.5 GB in the Restore folder that I can't delete (access denied). I have only a 4 GB hard drive with a 6 GB slave drive. I'd like to be able to free up some space, and maybe reinstall System Restore. Can these files in the Restore folder be deleted manually, and is safe to do that? Thanks for any advice on this. Thanks
