PChealth, and System Restore are part of ME, so if you cripple them it will probably make for a unstable computer. The Restore Folder can get cluttered up even if you don't use it though. I periodically delete the Restore folder using Linux Live CD, when I boot back to Windows it recreates the Folder without the clutter.

If your computer can handle XP though I say that is a good way to go. I still have My old Windows ME computer, but My the other Computers I use have XP, and if I only had one Computer it would run XP. Windows ME, and 98 are really becoming obsolete, unless you don't use the Computer for much.
