Cannot play DVDs

A while ago, when I tried playing a DVD in my computer it wouldn't play, and I discovered I had no encoder. I have found a couple of encoders but they don't seem to work. For example the one that I have at the moment. I downloaded onto my sister's computer (running XP) and it worked fine. Now I've downloaded it onto my computer, it still says I have no encoder. Is there maybe a way to install the encoder in ME where XP does it automatically or is it something else. (BTW, although the encoder is designed for Windows XP, it supposedly works on older aswell)
