If it's designed for XP, it may not be backward compatible as there is a big difference 
in how Win 9X and XP work.  It expressly has to say that Win 9X is supported as the 
installers are completely different for both Win 9X and XP.

What's the name of the decoder/programs you are trying to use?  (Encoding makes/creates 
a video file, so it is actually a decoder that you are trying to use.  Decoder reads 
the file)

www.videohelp.com may have better answers than this forum for this particular issue, 
with a list of utilities/programs that are free and will work on Win 9X.
