A slight, but important, misunderstanding has arisen.
The line "C:\WINDOWS\IFSHLP.SYSWININIT.EXE" should actually read "C:\WINDOWS\IFSHLP.SYS
WININIT.EXE", and the error message is thus in fact reporting the absence of *two*
separate files, not one, namely: IFSHLP.SYS and WININIT.EXE
These two missing files can be replaced by extracting a copy of each from the compressed
.CAB backup files in the folder C:\WINDOWS\OPTIONS\CABS
