I too have the same problem with my HP Pavilion ME system. In fact sometimes I press shutdown & nothing happens, press start again & shutdown & nothing. I finally formatted & using the recovery disk reloaded ME & nothing has changed. This is a problem I only have with ME & now I know others have too.
