Msgsrv32 crashes after startup

Every single time I start this computer up the msgsrv32.exe file crashs right after start up. I can't figure out why either. All I know is that if I start opening something while windows is still loading it general does not crash. The really weird part about it though is I don't get any error messages at all. The whole computer just stops working and I can't do anything, however if I press ctrl alt delete it says Msgsrv32 is not responding. If I press end task on it windows starts working again but I can't close any opened programs or open any new programs.

Here I my system spec's in case you need them

Atholon 1 gig
MSI k7t pro 2-a mother board.
AGP-v7700 deluxe GeForce2 GTS
256 megs pc-100 ram
Sound is on board

If any has any idea what might be wrong please let me know. I have just reinstalled windows ME so this is a fresh start. Nothing is on here but what windows installs.
