go too your dial-up netwprking and right click on your connection and select properties. 
What OS are you running?

98/95- I think it is a box that you can uncheack that says: "Connect Automaticly" 
and that will stop the connecting. But there is a program that you have at start 
up thyat is wanting to connect.

ME- Go to the properties of your connection and then the security tab and the 4th 
thing is Connect utomaticly.
