Question about 'What to do about error messages during Windows startup'

I have a question about What
to do about error messages during Windows startup:
Upon boot up.. encounter ME window then the following error msg.. "An I/O/ Subsystem
driver failed to load. Either a file in the .\iosubsys subdirectory is corrupt of
the system is low on memory."
1. Ran thorough scandisk and it repaired the FAT, and problems with the wins/system
folder. Drive tested fine
2. Ran mem & determined that all the 128 mb is being recognized.
3. Checked MS support, found tech note.. stated to go into msconfig, advance and
change memory setting. Check msconfig in dos.. 0kb.. empty.
Any ideas? Reinstall ME? Thanks!
