Question about 'How to Exit to DOS'

I have a question about How
to Exit to DOS:
What is the command (or key combination) to go to Dos during startup in Windows98
- and - at shut down when I select "exit to Dos" I just get a blinking cursor in
the upper left corner - nothing works.
