I have a comment about How do I stop a program from running whenever I start Windows?:

In Windows ME there is a utility called msconfig that you can run from the start/run menu, just by typing in msconfig. It has three options on the first tab:

  • Normal Startup
  • Diagnostic Startup
  • Selective Startup

Using selective startup you can completely control everything that gets run at startup.

Selective startup with nothing checked is perfect for defraging your hard drive, since you won't be bothered by background tasks causing a restart.
