Question about 'Force NumLock to Behave'

I have a question about Force NumLock to Behave:

I would like to know how to change the default setting for NUM LOCK key so it doesn't automatically come on when the computer boots. I knew how to turn it off at one time, but I have forgotten how and can't figure it out. The previous link I was looking at had instructions for every Windows program but ME.
