Question about 'How to Exit to DOS'

I have a question about How to Exit to DOS:

At one point I could exit to dos by startup disk, but as of late, the disk will not boot up, it will just continue into windows me. Any tips on how I can exit to dos or how to fix the problem with the start-up disk. Note the startup disk just isn't being detected, nor any other disk, It just goes right into windows me.
