Question about 'Setting up Dial-Up Networking'

Before I lay the groundwork I'd like to ask about sharing a DSL connection via dial 
up from another system in the same building.
I would like to allow another computer using a modem to dial into a second computer 
on another floor and access its DSL connection.
1: Is this possible?
2: Would the accessing system be required first to connect to the computer first, 
then open the application that allows Internet access (providing that the service 
is not active and the modem is on-in which case BOTH computers will be using it)?

I'm a bit confused about how to get something like this working. I can't use a router 
because the computers are 4 floors apart and there is no way to run cable. The only 
alternative is for one system to connect to the other and then access its services.

Am I on the right track here?
