Me doesn't shut down completely on command

When I shut my computer down, the monitor shuts down, and all the lights go off on the tower, however, the fans keep running. Further, I can only "turn the computer back on", by hitting the reset button. I run Verizon DSL, and Norton A/V, and my system is Windows ME.
