Question about 'I get a 'File not found' message when I try to start any program'

I get a 'File not found' message when I try to start EXCEL. The file not found is
"QUOTECAT\QCAT.XLL.
I had installed quotecat then i disinstalled it (quotecat is an utility to obtain
a DLE between the stock quotes of yahoo and excel, but I was not satisfied)
