Question about 'What to Throw Away'

I have a question about What to Throw Away:

In the root (or Windows) directory, the instructions says that the .txt files can be deleted. What are the chances that the .txt files elsewhere in the computer would be deleted as well? Say, a "README.txt" file found in the C drive is also in the "Command" folder? Are there duplicate files? I don't want to delete the files, only to find that they're gone! I have one file that had pertinent info, but it's in one of my folders. Suggestions? I'm a bit confused on which .txt files to delete! ~loribee
