Question about 'What to do about error messages during Windows startup'

I think my problem relates to this article. I am fixing my sister's computer and
I keep getting a "windows protection error - system halted" bsod when winME loads
up. I already went to msconfig, turned off the startup files, didn't work. Turned
off the system.ini and win.ini files, and didn't work. Turned off all the drivers,
didn't work. It happens whenever the computer feels like it, so I figure it's a software/program
conflict. I am contemplating doing a format, then a clean installation of winXP,
but will that solve the problem? Ideas? Suggestions? Megan

The 'ol "Windows Proctection Error" I hate that. Try to boot in safe mode and verify
that you do not have any hardware conflicts in system properties.

I have had this problem in the past and ultimately I ended up reinstalling the OS,
however it was in WIN98 and maybe you'll have more luck than I.
