My OS is Win Me, recently while installing a program the system hung. I restarted
the computer, it proceeded normally upon reaching the login screen I usually cancel
or Esc it, but The system just remained dormant and did not move forward. upon pressing
crtl+alt+del there were no programs to close the screen was blank. I tried to restart
in safe mode again the same result. So now how to restaert in DOS mode so that I
can go to windows and try to recover my useful files.

Unfortunately you have Windows ME, and Microsoft have disabled the ability to boot
into DOS mode. You have to get a boot disk to do it.
