constant internet dialing

Hi,
I have a problem the internet connection at home, I have a network of 3 computers,
the one that connects to the internet has a extrernal modem and OS is ME. We have
5 hour session times for the internet.
the acutal problem:
every time I want to reconnect, it says there is another program dialing, this is
when there is nothing else actually open. and I can kinda see it's trying to connect,
cause it kinda flashes for a second down in the taskbar.
I have looked at the properties to make sure redial isn't on and so on. but everything
seems a ok. I think this problem may also be causing disconnection problems, as it
sometimes disconnects a few seconds after.
I did used to have the internet connection on another computer with an internal modem,
but that was just a temporary thing and it didn't have any problems.
why is this happening???!!??!!
