Go to Run on the start menu and type in msconfig and click OK. In the list of startups
uncheck anything that isn't neccessary.

The site at the below link has shutdown troubleshooting steps. It can be a lot of
different things causing the problem.
First you could disable fast shutdown by going to Start - Run - type: msconfig. Under
the Advanced tab tick "disable fast shutdown". Another problem, mainly in Me is a
damaged exit sound file. Go into your sound applet and reselect an exit sound. OK
and reboot.

Might try this http://www.annoyances.org/exec/show/article07-015 If that doesn't
work press your on button on your PC and hold till it does shut down, wait 20 seconds
then re start. It should automatically scan disc after that try defragging your computer.
