What exactly do you have loading at startup? 38% is terrible,and almost unheard of
upon boot...

Not only must you look at MSCONFIG's StartUp section, you also have to look at
the Start-Programs-Startup list. As applications like Office, Word, WordPerfect
usually put their programs there so that they are "pre-loaded" when you boot the
system. Most of these can be removed also. Then there are all the little icons in
the Systray on the lower left. Some of these are also useless unless you use them,
and take up resources.
A list of what is in the StartUP, the Programs Startup will help give a clue as
to where the problem is. Recommend using the System Tools - System Information
tool and dispay the software list of "Running Tasks".
